TUE-Mobility (Transformación Urbana Estratégica – Movilidad) is a collaborative initiative that promotes sustainable urban mobility in Costa Rica’s Greater Metropolitan Area (GAM). Led by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and supported by Costa Rican institutions—including the Ministry of Public Works and Transport, the Public Transport Council, and the Costa Rican Railway Institute—this project seeks to modernize public transportation through low-emission, inclusive, and integrated mobility solutions.
Through the TUE-Mobility project, the country is taking decisive steps to transform the Greater Metropolitan Area (GAM) into a model of sustainable, inclusive, and low-emission mobility. In response to the pressing challenges of air pollution, traffic congestion, and outdated infrastructure, this initiative leverages the nation’s renewable energy potential and international cooperation to modernize public transport.
By focusing on electrification of buses, intermodal connectivity, and community-centered planning, TUE-Mobility aims to deliver a cleaner, more efficient, and accessible transportation system—one that benefits the environment, the economy, and all citizens alike.
